Resolution
The San Diego chapter of the Sierra Club provides qualified support of the Strategic Framework Element subject to the clarification and resolution of specific issues, including strong legal protections for Open Space, adequate financial support of the transit system, plus necessary infrastructure of police and fire protection, reliable water and sewer systems, schools, and recreational parks to support increased population.
Background
The City of San Diego Strategic Framework Plan, the City of Villages, envisions a city consisting of a number of village centers, each one alive with shops, restaurants, theaters, offices, meeting places, transit facilities, and high density housing. These village centers will be separated from each other by urban parks, neighborhoods of single-family homes, and natural open spaces and connected to each other by a sophisticated transit system.
If this plan is to be successful, our elected officials must provide strong legal protections for the unique natural open spaces found throughout the city. They must also meet the challenge to provide adequate financial support for the comprehensive transit system on which this plan depends plus the necessary infrastructure of police and fire protection, reliable water and sewer systems, schools, and recreational parks to support increased population.
A successful City of Villages will provide the framework to increase the availability of affordable housing, reduce traffic congestion on our highways, and maintain the beautiful natural environments of our canyons, river valleys, beaches, wetlands and mesa tops.
