BICYCLE SECTION

SIERRA CLUB OF SAN DIEGO

 

 

 

ARTICLE 1 - NAME

 

The name of the section shall be the BICYCLE SECTION of the Sierra Club Of San Diego.

 

ARTICLE 2 - PURPOSES

 

TO ORGANIZE AND LEAD bicycle tours and other social events among bicyclists; and

 

TO PROMOTE the idea of the bicycle as a serious, non-polluting mode of transportation.

 

ARTICLE 3 - MEMBERSHIP

 

Membership in the Bicycle Section is open to anyone age 18 and over. Participation in Bicycle Section rides, outings and social events shall be open to the public unless specifically stated otherwise in the section newsletter or other publication.      An individual may join the Bicycle Section for one year without being a member of the Sierra Club. After one year of membership in the Bicycle Section, membership in the Sierra Club is required.

 

ARTICLE 4 - OFFICERS

 

Section 1 -

 

Collectively designated as "the Board," the officers are:

Section 2 - All officers shall be active members of the Bicycle Section and the Sierra Club.

Section S - The absence of an officer from three consecutive regularly scheduled meetings of the Board, without reasonable excuse, shall terminate that officer's position and create a vacancy. This termination may be overridden by the Board.

 

Section 4 - The duties of the officers of the Bicycle Section are attached as Addendum 1 to 'these bylaws.    This addendum is considered to be a part of these bylaws, but the addendum may be changed by a majority vote of the Board without requiring a change in these bylaws.

 

ARTICLE 5 - ELECTION OF OFFICERS

 

Section 1 - The term of office shall be one year, from April i to March 31.

 

Section 2 - The Vice Chair shall coordinate the solicitation of interested section members to fill vacant board seats.     Any active member of the section who is interested in serving on the Board should submit their name to the Vice Chair to be included on the ballot.

 

Section 3 -     Volunteers to serve on the Board will be solicited in the December "OUT SPOKEN" and at the December general meeting. Nominations for the Board shall be accepted up until the date of the January Board meeting.

 

Section 4 - The Board shall approve the list of nominees at the January Board meeting and the ballot shall be published in the February issue of "OUT SPOKEN". All nominees for officer positions must be active members of the Bicycle Section and of the Sierra Club,

 

Section 5 - Complete ballots may be mailed to the Secretary or may be turned in at the February general meeting. The Secretary shall oversee the counting of the ballots and the results shall be announced at the March Board meeting.     Mail ballots must be received prior to the March Board meeting.

 

Section 6 - Nominees receiving the highest number of votes shall be elected. The newly elected officers shall be installed and shall assume their duties at the April Board meeting. Election results shall also be announced in the April issue of "OUT SPOKEN". Any offices having no nominees will be considered to be vacancies and shall be filled in accordance with Section 7 of this Article.

 

Section ? - Until a replacement member elected at the next annual election has taken office, any vacancy, however caused, shall be filled by majority vote of the full number of remaining elected officers.

 

ARTICLE 6 - FINANCE

 

Section 1 - An annual membership fee may be levied on each member to cover the expenses of the Bicycle Section. The amount of this fee shall be determined by, and can be changed by, a majority vote of the Board.

 

Section 2 -    A fee may be charged for section    general meetings or other events.     The amount of the fee shall be coordinated with the Program Chair and shall be approved by the Board. A ride COL may set a fee for their ride provided that the money collected goes either to the Bicycle Section or to the Main Chapter. Such fees will be subject to Board approval.

 

Section 3 - The Treasurer shall comply with the Bylaws of the Sierra Club, San Diego Chapter, in matters pertaining to finance.

 

ARTICLE 7 - MEETINGS

 

Section 1 - The Board shall meet on a monthly basis at a time, date and location determined by the Board. The time, date and location of the meeting shall be published in "OUT SPOKEN".

 

Section 2 - Bicycle Section general meetings shall be held monthly. Date, time, and location of these meetings shall be published in "OUT SPOKEN".    The Board may, by a majority vote, elect to skip a monthly meeting if scheduling is a problem.

 

ARTICLE 8 - OUTINGS

 

Section 1 -    Outings shall be operated in accordance with Bylaws of the San Diego Chapter of the Sierra Club. All leaders shall be qualified Chapter Outings Leaders.

 

Section 2 - Attached as Addendum 2 to these ~bylaws is the ride policy. This addendum is considered to be a part of these bylaws, but the addendum may be changed by a majority vote of the Board without requiring a change to the bylaws.

 

 

ARTICLE 9 - RELATIONSHIP WITH THE SAN DIEGO COUNTY BICYCLE COALITION (SDCBC)

 

The Bicycle Section shall maintain a close, informal relationship with the SDCBC.     Officers and members of each group-will be encouraged to participate in the functions of the other ~and informal communications shall be maintained between'the two groups. Mailing lists of each group may be exchanged and utilized as determined and approved by the Board.

ARTICLE 10 - CHANGES OR AMENDMENTS TO BYLAWS

 

A quorum for the purpose of voting on changes to these bylaws shall be a majority of those members attending a general meeting that has been published in "OUT SPOKEN" as a meeting at which the bylaws will be voted on.

 

ARTICLE - 11 - CONFLICT OF BYLAWS

 

In the event of any conflict between these Bylaws and those of the Sierra Club, San Diego Chapter, the Bylaws of the Chapter will take precedence.

 

These bylaws were approved at the Bicycle Section general meeting of January 23, 1993.

OFFICER DUTIES

 

CHAIR: The Chair will establish the agenda for and will chair all meetings of the Board.    The Chair will act as the liaison with the Executive'Committee of the main chapter of the Sierra Club and will act as the representative of the section in all dealings with other organizations or outside activities. The Chair will keep the Board informed of developments in the main chapter that effect the section and will assist any other officer who requires assistance with their duties. The Chair will delegate duties to other board members as appropriate and will perform any other duty that is required to insure the continued operation of the section.

 

ViCE-Chair: The Vice-Chair will assist the Chair in conducting the affairs of the section and, in the absence of the Chair, will assume his/her duties.    The Vice-Chair will also represent the section at the monthly orientation meetings of the main chapter and of the Sierra Singles. The Vice-Chair will coordinate the solicitation of nominees for Board elections or for vacancies that occur on the Board.

 

SECRETARY: The Secretary will record the minutes of all Board of Officers meetings or of any other meeting for which a written record must be kept. The Secretary will mail a copy of the latest minutes to each board member prior to the next scheduled meeting of the Board. The Secretary will maintain the section's archives to include copies of all minutes of meetings, other correspondence of the section, and copies of the monthly newsletter, "OUT SPOKEN".

 

TREASURER:    The Treasurer will maintain the section's checking account and coordinate the transition from old to new approved signers of the checks. The Treasurer will pay the section's bills, reimburse members for approved expenditures, maintain records of fund raising activities or section sales, and report the results to the Board.    The Treasurer will deposit checks and cash at least once monthly to the club account, complete and file financial statements as required by the main chapter of the Sierra Club and collect all funds for deposit in a timely manner. The Treasurer will keep a record of all checks deposited by name or issuer and will provide the Board with a financial report at each regularly scheduled meeting.

 

MEMBERSHIP CHAIR:    The Membership Chair is responsible for the mailing to all members of the monthly newsletter, "OUTSPOKEN", and for monitoring all messages left on the section's phone "Hot Line" to insure that those requesting membership information receive such and to pass on to other board members messages that would be of interest to them. The Membership chair will also assist the Vice-Chair in presentations about the Bicycle Section to chapter and Sierra Singles monthly orientation meetings and will actively recruit new members.

 

PROGRAM CHAIR:  The Program Chair is responsible for planning and
advertising the monthly general meetings.  This will include arranging for a meeting place, a program and refreshments or a meal. The Program Chair will coordinate the refreshments or meal with the Refreshments Chair. The Program Chair will prepare the announcement of club meetings and will coordinate with the Newsletter Editor to insure that the announcement is included in the appropriate monthly newsletter. The Program Chair will insure that all monthly general meetings provide an atmosphere where members and potential members may socialize and learn more about the club and club-sponsored activities.    The Program Chair will keep records/receipts for all expenses for general meetings and will turn these over to the Treasurer for reimbursement or payment. The Program Chair will set the cost of the general meeting if there are any expenses to the section and will be responsible for collecting any fees for the meeting from attendees. The Program Chair will coordinate with the meeting host/hostess to insure that the host/hostess receives any assistance required in putting on the meeting. The Program Chair may enlist help from other board members or regular members as required.

 

OUTINGS CHAIR:   The Outings Chair is responsible for compiling the monthly list of rides, assuring that every section outing complies with the San Diego Chapter's Outings Policy and that each regularly-scheduled ride has a leader.    The Outings Chair will submit the list of monthly rides to the Newsletter Editor for inclusion in "OUT SPOKEN".     If possible, this should be done electronically through the Sierra Club BBS or on a computer disk. The Outings Chair will coordinate with the Chapter Outings Coordinator to insure that rides are listed on the Chapter's Master Calendar, will post the rides to the section's phone hotline and to the Chapter BBS. The Outings Chair will make every effort to submit section outings to the "HI SIERRAN" and to the "HAPPENINGS" for publication. Efforts will also be made to submit selected section outings to other bicycle-related publications. The Outings Chair will maintain records of rides led by each leader and will coordinate with the Membership Chair to determine which leaders are entitled to receive free membership or other benefits as a result of their activities.    The Outings Chair will sit on the Chapter's Outings Committee as the section's representative and will report to the Board on the activities of this committee. The Outings Chair will coordinate with the Chapter Leadership Training

 

 

Committee to encourage section members to become COLs.

 

NEWSLETTER EDITOR: The Newsletter Editor is responsible for the production, printing and distribution of a monthly newsletter. The Editor will insure that all ride listings, meeting announcements and other club related news for a given month is included in that month's newsletter. The Editor will coordinate with the Outings Chair and the Program Chair to insure that all outings, rides and meetings are publicized in a timely manner and that all information is accurate. The Editor will coordinate with the Membership Chair and the Data Base Manager to insure that sufficient copies of the newsletter are printed to meet section requirements and that all section members receive a copy.    The Editor will coordinate with the Membership Chair to effect

delivery of the newsletters to the Membership Chair so that they can be mailed.

MEMBER AT LARGE: The Member at Large will be available to assist any other officer with their duties when requested by that officer. The Member at Large will temporarily assume the duties of any officer, except the Chair, who resigns and for whom an immediate replacement can not be obtained. The Member at Large will act as Secretary at any meeting at which the Secretary is absent, will keep the minutes, and will forward a copy of these minutes to the S%cretary for inclusion in section archives and will mail a copy of the minutes to each member of the board prior to the next regularly scheduled meeting. The Member at Large will assist the Membership Chair i the recruitment of new members to the section.

 

REFRESHMENT CHAIR: The Refreshment Chair will be responsible for maintaining the sections supplies of coffee, tea, paper products, coffee maker, etc., and will be responsible for insuring that these supplies are available at section functions. The Refreshment Chair will be responsible for assisting the Program Chair and/or host/hostess in the planning for refreshments or food at section monthly meetings or social events, such as pot-luck dinners.

The Refreshment Chair will assist other officers as required.

 

PROMOTIONS CHAIR:     The Promotions Chair is responsible for promoting the Bicycle Section in various publication of bicycle interest and for insuring that information about our activities is submitted to the "HI SIERRAN" for publication.    The Promotions Chair will coordinate with the Outings Chair to determine what outings or-activities should be published in publications other than the "OUT SPOKEN". The Promotions Chair will be responsible for taking the lead in section promotional activities such as the purchase of logo T-shirts or other material that wouldpromote the section.

DATA BASE MANAGER:    The Data Base Manager is re'sponsible for maintaingin the section membership data base and for coordinating with the Membership Chair and the Newsletter Editor-to ensure that sufficient copies of "OUT SPOKEN" are printed to cover our. membership. The Data Base Manager will notify the Membership Chair

of all members whose membership is about to expire so that the Membership Chair can annotate their newsletters to that effect. The Data Base Manager will maintain a roster of members and will make current copies of this roster available to the Chair and the Membership Chair as required.

 

COALITION LIAISON: The Coalition Liaison is an ex-officio member of the board and will act as the section's liaison to the San Diego County BicYcle Coalition (SDCBC).    The Coalition Liaison will represent the section in all business with the SDCBC and will"be the conduit for interaction between the section and the SDCBC..

ADDENDUM TWO (2)

BYLAWS

BICYCLE SECTION

SIERHA CLUB OF SAN DIEGO

 

January 1993

 

1.         ALL RIDES:

RIDE POLICY

 

a. Rides will start 15 minutes after the published time.

 

b. COLs must require participants to sign in for the ride with a minimum of their name, address and emergency contact. COLs are reminded that the Sierra Club requires that these sign-up lists be maintained for three (3) years. Riders who do not meet minimum requirements should not be allowed to sign up for the ride.

 

c. The 15 minutes prior to the start of the ride will be used to outline the route, designate rest, regroup and food stops and cover safety considerations.

 

d. The COL will designate the route for the ride and easily recognizable points on the route where the riders will be regrouped. At these points, the COL may modify the route, based on the riders capabilities, weather, etc. In all cases, the COL will make sure all riders are aware of the next regroup point and have adequate directions to it. This can be accomplished by issuing a marked map or written directions for the ride, although maps and written directions are not required. COLs do not have to lead rides from the front.

 

e. Each ride will have a designated assistant leader, who may also act as the sweep. The assistant leader does not have to be a COL, but must be a member of the Sierra Club. The name of the assistant leader shall be provided to the Section Outings Chair for inclusion in the Main Chapter Master Calendar.

 

f. The designated sweep will be familiar with the route or will have a copy of the route map.

 

g. All rides will be organized so as to have rest stops and/or regroup stops.

 

h. The ride COL has full authority to check out the ability of all riders to participate in the ride and the condition of their equipment. The COL may prohibit from participating those riders who do not, in the COL's judgement, meet minimum standards for conditioning or equipment.

 

i. If a COL allows a rider to participate, the COL'assumes the responsibility for seeing that the rider completes the ride. No rider will be left behind unless the rider has voluntarily requested to leave the ride. No ride will be complete until the COL has accounted for all riders who started the ride and who did not voluntarily leave the ride prior to its ending.

 

j. In the event that a rider has equipment or conditioning problems that would preclude them from finishing the ride, the COL is responsible for seeing that the rider is able to return to the start point or receives the assistance necessary to return to the start point. This may require leaving a volunteer with the rider to render assistance, or arranging to have a rider picked up and returned to the start point.

 

k. The COL must designate the grade, the approximate'actual mileage (25 miles, 30 miles, etc.) and the pace (moderate, fast, etc.) in the write-up submitted for publication in the section's newsletter, "OUT SPOKEN".

 

1. The COL is required to refuse participation to any rider who does not have a helmet.

 

2.         REGULARLY SCHEDULED SUNDAY AND TUESDAY RIDES:

 

a. Rides will be graded 3B for the Sunday ride and lB or 2B for the Tuesday ride.

 

b.   The pace of the ride will be moderate.

 

3.         REGULARLY SCHEDULED THURSDAY RIDES:

 

a.   Rides will be graded 2C or 3C.

 

b.   The pace of the ride will be fast.

 

4.         RIDES NOT REGULARLY SCHEDULED:

 

a. The COL will designate the grade, the pace, the distance in miles, the nature (road ride, mountain bike ride, etc) of the ride and any special condition (mountain bike required, etc) that must be met to participate.

 

b. The COL may screen riders, limit the size of the group, and disallow participation by riders who, in the judgement of the COL, can not handle the demands of the ride, or whose equipment is not adequate for the ride.

 

5.         BEGINNERS RIDES:

 

a. Beginners rides will designated as such in the write up in "OUT

SPOKEN" or other publications.

 

b. Rides will be rated 1A to 2B.

 

c. The ride should be preceded by a short class on use of gears, safe riding, how to equip the bike, need for water, etc. The length and nature of this class should be tailored to the level of the riders. The COL may take the time to inspect riders bikes and point out problems, minor maintenance required, etc.

 

d.   Ride pace will be kept slow enough to keep the group together.

 

6.         RIDE RATING SYSTEM:

 

1    - Up to 13 Miles

2    - 14 to 20 Miles

3    - 21 to 38 Miles

4    - Over 35 Miles

 

A    - Basically Flat

B    - Rolling Hills

C    - Moderate Hills

D    - Steep Grade(s)
